It means that Goa and Punjab rejected demonetisation and voted against BJP n Akali and supported the Congress party.
What I can draw the conclusion that people voted for change hence voted against the establishment in UP against SP. in Punjab against Akali &BJP in Uttarakhand against Congress and in Goa against BJP
